One of the agenda items currently being considered by the World Intellectual Property Organization Standing Committee on Copyright and Related Rights is a possible treaty on exceptions and limitations for education and research. In this session, Members of the Copyright Reform Platform are invited to meet as a legislative drafting committee and “mark up” a draft Proposal for a Treaty on Copyright Limitations and Exceptions for Promoting Education and Research developed through a project of the
Global Expert Network on Copyright User Rights.

Participants are asked to review the draft and propose any amendments to be discussed in the workshop by using the "comment" (or "suggesting edits") function. The session will begin with opening statements by the drafters and then will transition into consideration of amendments proposed by the session participants article by article. The meeting will use
Roberts Rules of Order, permitting a maximum of 3 minutes for each proposed amendment and then 3 minutes each for responses and clarifications from other participants. Votes will not be taken as such. All amendments will be further considered by the drafting committee toward the goal of creating a consensus document.
The product will be finalized at the Global Congress on Intellectual Property and the Public Interest for release as a civil society proposal at the November 2018 meeting of the World Intellectual Property Organization Standing Committee on Copyright and Related Rights.
